The Karnataka government has amended the recruitment and promotion rules for primary school teachers, introducing a 12-year mandatory service requirement for promotions, clarifying eligibility to teach higher classes and outlining provisions to address shortages of eligible candidates.
The state has notified the Karnataka Education Department Services (Department of Public Instruction) (Recruitment) (Amendment) Rules, 2026, revising provisions under the Karnataka Education Department Services (Department of Public Instruction) (Recruitment) Rules, 1967.
Key Changes in Policy
- Teachers must complete a minimum of 12 years of service in their respective cadre to be eligible for promotion.
- The requirement applies to both primary school teachers handling Classes 1 to 5 and graduate primary teachers teaching Classes 6 to 8.
- Promotions will be made from the cadres of primary school teachers (Classes 1 to 5) and graduate primary teachers (Classes 6 to 8) in a ratio of 2:1.
- If a sufficient number of eligible teachers is not available in a particular cadre, or if eligible teachers decline promotion or are not eligible under the rules, teachers from the other cadre may be considered for promotion based on seniority in the interest of administration.
